On August 5, 2026, the Director General of the National Social Security Fund, Dr. Muhammad Karaki, filed a criminal complaint before the Financial Public Prosecution in Beirut against a violating company, IMCO SECS, on the grounds of unlawfully benefiting from security funds.
In parallel, Karki gave his directives to the Administrative Inspection Directorate to complete the procedures, especially with regard to recovering the value of health benefits that were benefited from unjustly.
As part of the follow-up audit of the transactions related to the file, the Administrative Inspection Directorate’s investigations revealed violations and transgressions by doctor Rommel Zend and pharmacist Terry Farah, owner of “Terry Pharmacy,” who are contracting with the guarantee.
Investigations showed that the aforementioned doctor was leaving his seal within the reach of other people and allowing them to use it to seal patients’ transactions in his name, without having personally examined them or viewed their files, while he was unable to remember a number of patients whose names had transactions organized and bore his seal.
The investigation also showed that the pharmacist was stamping medical invoices indicating that all of the medications included in them were purchased from his pharmacy, while it turned out that only some of those medications were actually purchased.
Based on the proposal of the Chief Medical Officer, Karaki issued two decisions on August 28, 2026, No. 466 and 467, which required the temporary suspension of the contract for a month with the doctor and pharmacist concerned, starting from September 1, 2026 until the 30th of that month.
Karki also gave instructions to the heads of offices, centers and employees to prohibit the receipt, liquidation, dispensing or payment of any organized transaction by doctor Rommel Zand and pharmacist Terry Farah throughout the period of contract suspension.
He stressed that the Fund’s management is continuing to tighten supervision, and will not tolerate anyone proven to be involved in manipulation or fraud with the aim of benefiting from the guarantee funds unlawfully, stressing that protecting the funds of the insured is one of the Fund’s priorities.
