Rapporteur of the Parliamentary Education Committee, MP Edkar Traboulsi, responded to the position of the Ministry of Education regarding official exams, considering that the call on representatives to go to Parliament to issue a law abolishing or amending official exams constitutes an attempt to evade responsibility.
Trabelsi explained, in an explanatory statement and legal response, that organizing, amending, or canceling official exams is among the exclusive powers of the executive authority, and is done by a decree issued by the Council of Ministers based on the proposal of the Minister of Education, and does not require parliamentary legislation, citing what happened when the brevet certificate was cancelled.
He considered that the Ministry violated the constitutional principles by issuing Circular No. 33 to implement the examination mechanism a full week before obtaining approval from the Council of Ministers according to Resolution No. 26 issued on May 22, 2026, considering that this step reduced the powers of the government as a whole.
Trabelsi renewed the demand to take into account the recommendation of the Parliamentary Education Committee calling for postponing exams until the security situation clears, or adopting one unified course to protect students and teachers from security and logistical risks, starting from mid-July, taking into account the security conditions.
He stressed that student safety is not a “field of experiments,” calling on the Ministry of Education to stop shifting responsibilities and give priority to the public interest by taking an immediate decision to postpone exams, noting that the Parliamentary Education Committee will continue to exercise its oversight and constitutional role to protect the academic year and the lives of students.
He concluded by asking the Minister of Defense, Michel Mansi, and the Minister of Interior, Ahmed Al-Hajjar, about the extent of the ability to ensure the safety of official exams, students, families, teachers, and exam centers on the announced dates.
