“Lebanon Debate”
After the issuance of the General Amnesty Law, judicial questions emerged about how to implement a number of its articles, in light of the ambiguity contained in some texts that may open the door to differences in jurisprudence between public prosecutions and courts.
According to the information, the Public Prosecutor of Cassation, Judge Ahmed Rami Al-Hajj, is expected to hold, during the next week, a series of meetings with the Public Prosecutions of Appeal in the regions and the Financial Public Prosecution, to discuss the mechanism for implementing the Amnesty Law and clarify the ambiguity surrounding some of its articles.
It is expected that the Supreme Judicial Council will hold, at a later stage, a meeting or a series of meetings to discuss the problems posed by the law, in preparation for issuing a circular specifying the mechanism for its implementation and unifying the method of dealing with it before various judicial authorities.
This step is of particular importance to prevent the issuance of contradictory interpretations of the law, and to ensure the uniform application of its provisions, especially the articles related to crimes covered by amnesty, exceptions, reduction of penalties, and the release of detainees.
