The Arab Clans Gathering is following with great concern the developments of the legislative session held today in the House of Representatives, and on its agenda is the proposal for a general amnesty law, in light of the continued ignoring of the observations and amendments that were agreed upon during the meeting held in the government palace, headed by the Prime Minister, Judge Nawaf Salam, and in the presence of a number of representatives concerned with this file.
While the Assembly affirms that any amnesty law that does not take into account the understandings reached during that meeting remains inadequate in addressing the extent of the injustice suffered by thousands of families, it demands full consideration of the proposed amendments, most notably the abolition of the condition of abolishing the personal right and being satisfied with the provisions of Article Four, in addition to adopting the amendment related to Article Five, which requires the release of every detainee whose detention period has exceeded twelve years in prison for crimes committed before March 1, 2026, with his trial continuing in accordance with For legal principles.
The group also stresses the need to adhere to what was agreed upon regarding the law to abolish the death penalty, in terms of simply replacing it with a life sentence without any additions or amendments that would circumvent the essence of the project.
The Arab Clans Gathering extends its greetings and appreciation to the Sunni representatives who took a responsible position by boycotting the legislative session in refusal to go beyond these observations and amendments, and their insistence on defending the rights of a wide segment of the Lebanese who have been waiting for justice for many years.
On the other hand, the gathering calls on the Sunni representatives who proposed the general amnesty law to withdraw the proposed law from circulation immediately, withdraw their signatures from it, and request that it be removed from the session’s agenda until the agreed-upon amendments are fully and clearly included. It also calls on them to boycott the session and not provide any cover for passing texts that do not achieve the desired justice.
The Arab Tribes Gathering holds everyone who participates in approving the law in its current form responsible for neglecting the national and human rights of the detainees and convicts and their families. It also holds it responsible for any injustice that continues as a result of ignoring the understandings sponsored by the Prime Minister, which formed a serious basis for addressing this issue away from narrow political calculations.
Justice does not come about by enacting incomplete laws, nor by approving settlements that empty amnesty of its content, but rather by fully adhering to the pledges and understandings that have been reached, and working to remove injustice, bring justice to the oppressed, preserve civil peace, and strengthen confidence in state institutions.
