
Qutaiba Ahmed Badawi, Chairman of the General Authority of Ports and Customs in the Syrian Arab Republic, issued a decision aimed at regulating the movement of freight and transportation through land border crossings and sea ports, as follows:
Article (1): For commercial trucks to enter land ports and sea ports (for the purpose of loading or unloading), it is required to obtain an “original receipt issued by the Goods Transport Office,” with an emphasis that issuing this receipt is the responsibility of the “Ministry of Transport.”
Article (2): It is prohibited for non-Syrian trucks to enter Syrian territory through land crossings. Goods are transported between Syrian and foreign trucks in the “customs yard at each port (Al-Taboun),” according to established procedures.
Article (3): “Transit trucks” are excluded from the provisions of Article (2), provided that the “customs officer” undertakes the task of accompanying them between the ports of entry in accordance with the applicable procedures.
Article (4): This decision shall be implemented as of the date of its issuance, and shall be circulated to the concerned authorities for its implementation.
