The head of the General Authority of Civil Aviation and Air Transport in Syria, Omar Al-Husari, confirmed that the signing of the air transport agreement between Syria and Germany represents an important step towards rebuilding the legal framework regulating air relations between the two countries, after a hiatus that lasted for years.

Al-Hosari explained that the agreement completes the legal and regulatory requirements necessary to move to the executive stage, which includes completing operational procedures, identifying approved airlines, receiving requests to operate flights, in addition to coordination between the competent authorities in the two countries.

He pointed out that the Syrian Authority is currently studying requests submitted by three German airlines wishing to operate flights to Syria, in conjunction with the expected lifting of the ban on July 27, while the relevant German authorities are following up on requests to appoint Syrian air carriers in preparation for completing operating procedures in accordance with the terms of the agreement, according to the Syrian news agency “SANA.”

Al-Husri added that these steps pave the way for a new phase of re-establishing direct air connectivity between Syria and Germany, which will enhance travel, facilitate the movement of members of the Syrian community, and support areas of economic, investment and tourism cooperation between the two countries.

For his part, Assistant Chairman of the Authority, Sameh Orabi, explained that the signing of the agreement comes as a continuation of the path that began with the joint declaration of intent signed in Berlin on March 30, 2026, which formed a basis for launching official negotiations and updating the legal framework for air transport between the two sides.

Orabi stated that the next stage will witness the completion of executive procedures between the civil aviation authorities in Syria and Germany, including appointing air carriers, regulating operating rights and the number of flights, issuing the necessary licenses and approvals, in addition to completing the technical and security requirements for starting flights.

He stressed the continuation of coordination with the competent German authorities and relevant airlines with the aim of completing executive procedures and creating conditions for the actual operation of flights between the two countries to begin as soon as possible.
