The US-Iranian agreement has entered a more sensitive phase with the start of preparation for the technical negotiations that will determine the fate of the basic provisions in the memorandum of understanding signed between Washington and Tehran, amid American assurances that Iran will obtain tangible gains if it adheres to what it pledged, in exchange for warnings against returning to a policy of pressure and sanctions in the event of breach of the agreement.

In an indication that more details of the understanding are about to be revealed, US Vice President J.D. Vance announced that President Donald Trump may decide to publish additional provisions of the agreement before the official signing date expected on Friday.

Vance said in statements to Fox News that the US administration is considering announcing more details related to the understandings reached with Iran, in conjunction with preparations for the launch of technical negotiations on implementation and oversight mechanisms.

He stressed that Washington is ready to open a new page with Tehran if it adheres to the pledges contained in the agreement, considering that the US administration wants Iran to become a “normal country” that deals with the international community according to recognized rules.

He also stressed that the United States will return to its previous options if Iran fails to implement its commitments or reneges on the pledges it agreed to during the negotiations.

In another interview with CNN, Vance described the memorandum of understanding as “a very general document,” explaining that the essential files have not yet been resolved and that they will be subject to technical and political negotiations during the next stage.

He pointed out that a number of complex issues, most notably sanctions, nuclear obligations, and verification and implementation mechanisms, still require detailed understandings before reaching a final agreement.

Regarding the Iranian nuclear program, Vance confirmed that inspectors of nuclear activities will return to Iran under the arrangements currently being worked on, explaining that the monitoring and verification system will be an essential part of any final agreement.

He added in statements to NBC News that the International Atomic Energy Agency and the United States will help Iran get rid of its stock of highly enriched uranium, considering that this point was clearly stated in the memorandum of understanding agreed upon by both parties.

In a remarkable development, the Financial Times newspaper, citing informed sources, revealed that the Trump administration is considering establishing a financial fund whose value could reach $300 billion to support investments in Iran if the agreement succeeds and holds during the implementation phase.

According to the report, the money will not be given to the Iranian government directly, but will be allocated to companies and investment projects wishing to operate inside Iran, within the framework of an economic plan aimed at encouraging stability and supporting compliance with the agreement.

These data come at a time when Washington confirms that any easing of sanctions or release of frozen Iranian funds will remain conditional on Tehran fulfilling its obligations in accordance with strict oversight mechanisms.

On the other hand, Iran is focusing on the issue of lifting sanctions and restoring frozen assets abroad, and considers it one of the most prominent gains it seeks to achieve during the next stage.

These negotiations are viewed as the most important in years, because they are not only related to the Iranian nuclear program, but rather extend to broader economic, security and strategic files, including the security of navigation in the Arabian Gulf, the future of international sanctions, and the shape of the relationship between Washington and Tehran in the coming years.

The success of the agreement may be reflected in a number of hot regional issues, including Lebanon, Syria, Iraq, and Yemen, while its failure may quickly return the region to a stage of tension and confrontation.

As the official signing date approaches, attention remains focused on the awaited technical negotiations, which will determine whether the memorandum of understanding will turn into a permanent, historic agreement, or will remain merely a temporary framework that can be shaken at the first serious test.
