The media office of the Ministry of Energy and Water announced, “There is no waste in the BASILIS L oil tanker, but rather difficulties as a result of the repercussions of the war,” and said in a statement: “The Stork Horn and those standing behind it once again deliberately distorted and distorted the facts in order to target the Minister of Energy and his work team by claiming that there was mismanagement of the oil facilities and waste in relation to the failure to unload the cargo of the BASILIS L oil tanker anchored opposite the Tripoli facilities, so we are interested in clarifying the following:

1- The shipment in the amount of 30,000 metric tons was purchased by the Ministry for the benefit of the military institution and the public sector.

2- It is the second batch of the public tender that was launched on 12/15/2025 in accordance with the provisions, clauses and annexes of the general tender terms and conditions book.

Noting that the date of supply was determined when the tender was launched and before the outbreak of war, and at that time the price of the shipment was 24 million dollars.

3- The bidding session was held and the administrative and technical offers were opened on 1/7/2026.

4- The shipment was loaded on 3/26/2026 and arrived in Lebanon on 3/28/2026.

5- The price per ton is determined by the average global market price starting from 5 days before loading the shipment and five days after loading it.

6- The war with Iran arose during this period, causing a massive global rise in fuel prices.

7- Determine the window date, that is, the arrival date of the ship came when the tender was launched and at that time the price of the shipment was available by the purchasing party. But after the estimated price was about $24 million, it became about $51 million due to the rise in global fuel prices.

8- Securing this amount is experiencing complications due to the difficulties experienced by the official financial authorities in providing liquidity in foreign currency at the speed that existed previously. Noting that, so far, the shipment is still profitable for establishments despite the costs of delayed unloading compared to the reality of the global market today.

9- “The Stork’s Trumpet” missed that the tenders before this shipment secured profits for the facilities and restored their financial health after his political team nearly bankrupted them.

The media office concluded: “Based on the above, the Ministry of Energy did everything that was required of it and did not commit any mismanagement or waste as those in bad faith claim. Therefore, we expect that the efforts of the Ministry of Energy with the concerned authorities will succeed in securing the price difference in foreign currency to unload the ship during the beginning of next week.”
