Judicial data reveal a possible shift in the course of the Middle East Power (MEP) case, away from initial perceptions, as information indicates the file is close to being closed rather than escalated. This comes after a hearing held yesterday before the Cassation Prosecutor, Judge Jamal Al-Hajjar, in the presence of Kamal Hayek.

According to information, Hayek attended the session accompanied by a number of employees of the Electricité du Liban Corporation, led by the director of the Zahrani Laboratory, as part of the follow-up to the judicial information he submitted regarding corruption allegations related to the implementation of a contract between the MEP and the Electricité du Liban Corporation.

However, the course of the hearing witnessed Karim Khayyat and Yahya Mouloud presenting documented documents and data, which were considered sufficient to refute a large part of the facts mentioned in the news, which directly affected the strength of the allegations raised.

Informed sources state that the documents submitted prompted a reconsideration of the essence of the file and its background, and opened the door to the possibility of putting it on another path, which may lead to its closure if sufficient evidence is not available to continue the investigation.

On the other hand, a legal question is raised about the reason for choosing “judicial notification” instead of filing a direct complaint, especially since the EDL is the beneficiary of MEP services, and it was supposed, according to observers, to file a clear lawsuit if the facts were established and complete.

Legal sources explain that information provides an opportunity for investigation, but it does not carry the status of a direct allegation and does not impose the burden of proof on the person who filed it, as is the case in a lawsuit, which in many cases explains how the circle of investigations can expand and then stop when there is no evidence.

In this context, information confirms that Khayyat and Mawloud duly provided the necessary explanations and documents, which prompted the investigation to delve deeper into the details before taking any subsequent action.

Accordingly, there are increasing indications that the file is heading towards a different conclusion than was initially expected, with the emphasis being that the final decision remains in the hands of the judiciary in accordance with established procedures.
