In a surprise development, the United States announced early this Saturday morning the arrest of Venezuelan President Nicolás Maduro and his wife, Cilia Flores. According to what US President Donald Trump stated via the Truth Social platform, the arrest took place during a large-scale military operation inside Venezuelan territory, followed by the couple being transferred out of the country. This announcement came after strong explosions were heard in the capital, Caracas, in a move considered one of the most dangerous actions taken by Washington against a foreign head of state while in office.

This event represents a major escalation in the already tense relations between America and Venezuela. In recent years, Washington had announced the allocation of large financial rewards for anyone providing information leading to Maduro’s arrest, before raising the reward in 2025 to $50 million, accusing him of involvement in drug trafficking networks and cooperation with international criminal organizations. These accusations have always been denied by Caracas, which considered them part of a “political and economic war” targeting the ruling regime.

Maduro’s arrest is not unprecedented in the history of American politics, as the United States has previously, directly or indirectly, arrested or overthrown a number of heads of state, most notably:

– Manuel Noriega (Panama): Arrested by US forces in 1989 during the invasion of Panama, and transferred to US territory where he was tried on charges related to drug trafficking and money laundering.

It was not limited to heads of state, but also included foreign ministers and government officials who were arrested or transferred to US territory, or handed over to international or national courts with direct support from Washington, most notably:

– Alex Saab (Venezuela): A former minister and diplomat in charge, arrested in 2020 in Cape Verde at the request of the United States, and transferred to the United States on charges related to circumventing sanctions, before being released later in a swap deal.

– Mohammed Ali Hammadi (Lebanon): Arrested by the United States in 1987 and transferred to its territory, where he was sentenced to life imprisonment in the TWA plane hijacking case, in one of the most prominent cross-border arrest cases.

– A number of senior ministers and leaders of security services in Panama: Arrested during the US invasion in 1989, and some of them were transferred to the United States for trial.

Regarding international reactions, Maduro’s arrest is facing mixed reactions, ranging from condemnations that consider the operation a flagrant violation of Venezuelan sovereignty, to calls for an emergency session of the UN Security Council to investigate the legality of American intervention. The fate of Maduro’s trial and the place to which he was transferred remain unclear, amid official secrecy.

This development represents a significant turning point in the modern history of Latin America, and may lead to a new phase of diplomatic and legal tensions, not only between Washington and Caracas, but at the level of the entire international system.
