
The Public Relations Department of the Beirut Municipality issued a statement indicating that the Governor of the city of Beirut, Judge Marwan Abboud, issued a notification No. 12599/2025 addressed to the owners and investors of liquid fuel distribution stations located within the Beirut Governorate.
The statement pointed out that this notification is a continuation of Notification No. 2812/2025 issued on 9/11/2025, and is based on Decree No. 5509/1994 dated 8/11/1994, especially Article Three thereof, which relates to the regulatory conditions for liquid petroleum derivative complexes, transport tanks, distribution stations, and storage and filling of liquefied fuels, in addition to Decree No. 7964/2012 dated 4/7/2012 regarding public safety conditions in buildings and facilities and fire prevention.
The notification also referred to the letter from the Minister of Energy and Water No. 431/S dated 3/19/2025, which requests the Ministry of Interior and Municipalities to take the necessary immediate measures to close and seal unlicensed liquid fuel distribution stations, as well as requesting an extension of the deadline submitted by the “Syndicate of Gas Station Owners in Lebanon”, registered in the registry of the Administrative Affairs Department in the Beirut Municipality under No. 12599 dated 12/4/2025 and No. 810/M/2025 (classified).
Based on the requirements of the public interest and public safety considerations, it was decided to extend the deadline granted to all unlicensed liquid fuel distribution stations, of all types, within the Beirut Governorate, to correct their legal status until 3/31/2026 as a maximum.
The statement clarified that this correction requires submitting a building legality file for the station to apply for a license in accordance with the procedures followed by the municipality, provided that the file includes a report from an accredited technical audit office registered with one of the two engineers syndicates in Lebanon, proving that the station, its facilities, and equipment, especially the tanks, meet the public safety and protection from hazards and fire conditions, in accordance with the provisions of the aforementioned decrees.
The statement concluded by emphasizing that non-compliance will subject the violating stations to the procedures stipulated in the applicable laws and regulations, including sealing them with red wax if necessary.
