In a statement, the bank clarified: “The Bank of Russia issued a statement regarding the European Commission’s plans to use its assets, in light of the European Commission’s publication on its official website on December 3, 2025, of a statement in which the Commission reveals two solutions to support Ukraine’s funding needs in 2026-2027, a draft regulation of the European Commission, and a proposal to create a compensation loan for Ukraine, which includes the use of its assets deposited with financial institutions affiliated with the European Union, including the Euroclear deposit center, without the approval of the Central Bank of Russia.”
The bank continued: “The mechanisms for direct or indirect use of the bank’s assets, stipulated in this document, in addition to any other forms of uncoordinated use of the Central Bank of Russia’s assets, are illegal, contradict international law, and violate the principle of sovereign immunity of assets.” (Sky News Arabia)
