The Telecommunications Regulatory Authority issued a statement stating that “Two basic regulations of the Telecommunications Regulatory Authority were published today in the Official Gazette, namely: the regulation on the principles of licensing for telecommunications service providers and the regulation on the principles of managing the radio frequency spectrum and licensing its use. The issuance and entry into force of these two regulations constitutes the first fundamental regulatory development in thirteen years of institutional stagnation, in a step that reflects a renewed commitment to establishing effective governance of the telecommunications sector in Lebanon.”

The Authority explained in its statement that these two regulations are considered a fundamental pillar for establishing an active and competitive telecommunications market, because they define a clear and transparent regulatory framework, which embodies the Authority’s keenness to provide a fair environment for both current service providers and new companies wishing to enter the market.

The statement indicated that the licensing principles system “establishes for telecommunications service providers the complete rules and procedures for granting, renewing, amending, transferring, suspending and canceling licenses, and also outlines the general principles that govern the licensing process, ensuring fair and transparent treatment for all license applicants and service providers. As for the system of principles for managing the radio frequency spectrum and licensing its use, it defines the mechanisms that ensure fair, effective and transparent allocation of spectrum resources, and enhances the Authority’s role in spectrum planning, allocation, and monitoring of its proper use, according to the best international standards and practices.”
