بديلًا للمناقصات المتعثرة: الطاقة تتجه نحو عرض وحيد لتوفير الغاز أويل

أصدرت وزارة الطاقة والمياه بياناً رسمياً أعلنت فيه عن قرارها بالمضي قدماً في مناقصة بعارض واحد لتأمين مادة الغاز أويل الضرورية لمؤسسة كهرباء لبنان. يأتي هذا القرار بعد إلغاء ثلاث مناقصات سابقة لعدم وجود منافسة أو لتقديم عارض وحيد فقط، وذلك في التواريخ: 31 تشرين الأول، و5 تشرين الثاني، و17 تشرين الثاني 2025.

وأوضحت الوزارة أن مؤسسة كهرباء لبنان أبلغتها في كتاب صادر بتاريخ 4 كانون الأول 2025 بأن مخزون الغاز أويل لديها يكفي حتى 9 كانون الثاني 2026 في أفضل الأحوال، مع الأخذ في الاعتبار وصول الباخرة المتوقعة ضمن العقد الكويتي وعدم تشغيل أي مجموعة إضافية خلال فترة الأعياد.

وبناءً على ذلك، وبعد استشارة هيئة الشراء العام وتطبيقاً للمادة 25 من قانون الشراء العام التي تجيز اللجوء إلى عارض واحد في ظروف محددة، تم اتخاذ هذا القرار بهدف ضمان استمرار التغذية الكهربائية وتلبية احتياجات المواطنين.

كما أشارت الوزارة إلى أنها، بتوجيه من الوزير “جو الصدّي”، قد أطلقت مناقصة طويلة الأمد تمتد لستة أشهر، ومن المقرر أن يتم فض العروض المقدمة في 12 كانون الأول 2025.

The Ministry of Energy and Water issued an official statement announcing its decision to proceed with a single-bid tender to secure gas oil, which is essential for Électricité du Liban (EDL). This decision comes after the cancellation of three previous tenders due to a lack of competition or the submission of only one bid, on the following dates: October 31, November 5, and November 17, 2025.

The ministry clarified that EDL informed it in a letter issued on December 4, 2025, that its gas oil stock is sufficient until January 9, 2026, at best, taking into consideration the expected arrival of the ship within the Kuwaiti contract and the non-operation of any additional units during the holiday period.

Based on this, and after consulting the Public Procurement Authority and applying Article 25 of the Public Procurement Law, which permits resorting to a single bidder in specific circumstances, this decision was taken to ensure the continuity of electricity supply and meet the needs of citizens.

The ministry also indicated that, under the direction of Minister “Joe Saddy,” it has launched a long-term tender extending for six months, and the submitted bids are scheduled to be opened on December 12, 2025.
