The Ministry of Energy and Water announced in a statement issued by its media office that “the fair price for private generator tariffs for the month of November is as follows:

31,188 L.L. for each kilowatt-hour.
– For subscribers with meters in cities or crowded areas or at an altitude of less than 700 meters:
– 5 amp capacity: 385,000 L.L. + the monthly fixed charge x 31,188 L.L. for each kilowatt-hour.
– 10 amp capacity: 685,000 L.L. + the monthly fixed charge x 31,188 L.L. for each kilowatt-hour.
34,306 L.L. for each kilowatt-hour.
– For subscribers with meters in villages or remote areas or at an altitude of more than 700 meters:
– 5 amp capacity: 385,000 L.L. (fixed) + the monthly fixed charge x 34,306 L.L. for each kilowatt-hour.
– 10 amp capacity: 685,000 L.L. (fixed) + the monthly fixed charge x 34,306 L.L. for each kilowatt-hour.
* 300,000 L.L. is added to the fixed portion of the meter tariff for every additional 5 amps.”

The ministry clarified that “this tariff is based on an average price for a can of diesel (20 liters) in November of 1,452,250 L.L., after calculating all expenses, benefits, and costs of the generators, in addition to a good profit margin for their owners. We have taken into consideration, in coordination with the Ministry of Economy and Trade, the cost of distributing the can from the gas station to the generator.”

It pointed out that it “takes into account in calculating its basic components, such as the cost of oils, filters, and generator depreciation, the monthly average price of the dollar in the parallel market, which amounted to 89,700 L.L.”

The ministry affirmed that this tariff was issued based on the accounting table approved by the Ministry of Energy since 14/10/2010; and in implementation of Cabinet Decision No. 2 issued on 14/12/2011 regarding taking the necessary measures to control the price of private generators, and based on the joint implementation mechanism between the ministries (Energy, Interior, and Economy) announced on 20/12/2011, which defined the responsibility of the Ministry of Energy and Water in circulating the price of private generators based on diesel prices at the end of each month.”

It also called on “generator owners to adhere to the decision of the Ministry of Economy and Trade stipulating the mandatory installation of meters, and it will conduct a documented study in this regard in the coming period in order to update the approved equation, so that it is more and more in line with the fluctuations in exchange rates and the economic and social situation of citizens, taking into account the requirements of private generator owners.”

It stated that it had sent to “the Ministries of Interior and Economy letters regarding the tariff for the month of November 2025 to take the necessary action according to the joint control mechanism.”

Regarding elevators and common areas that consume three-phase capacities (Triphase), the ministry clarified that the generator owner should calculate the fixed part of the tariff based on the capacity of the single phase (monophase). For example, if the subscription for the elevator and common areas is with a three-phase breaker of 3×15 amps, the fixed part is calculated based on a capacity of 15 amps and not 45 amps, i.e., 985,000 Liras and not 2,785,000 Liras.

It alerted “the owners of private generators and dear citizens to the inadmissibility of adding the following additions to the indicative tariff issued by the Ministry:
1- Value-added tax that is not legally justified by official registration in the TVA Directorate in the Ministry of Finance.
2- Fees or additional amounts under any pretext such as the cost of maintaining a generator or networks, etc…
3- Pricing for the consumer in foreign currency.
4- Additional fees for citizens who use solar energy devices in addition to private generators.”

It appealed to “those concerned with consumer protection, especially the Ministry of Economy and Trade, to intensify control over the proper application of the above indicative tariff and to take the maximum measures against violators, with the support of the Ministry of Interior and Municipalities and the competent judiciary.”

It indicated that the Ministry of Energy and Water is attaching a detailed table of the indicative tariff structure, and will also publish this table on the official website: www.energyandwater.gov.lb
