
The site stated that the draft resolution, classified as “sensitive but not secret,” aims to form an international enforcement force, not a peacekeeping force. This force will undertake security control, disarmament, and reconstruction, within the framework of transitional arrangements scheduled to begin at the beginning of next January if the resolution is approved.
An American official explained to “Axios” that the draft will serve as the basis for upcoming negotiations between members of the Security Council, in preparation for voting on it in the coming weeks. The draft grants the United States and other participating countries a broad mandate to manage Gaza securely and civilly, in coordination with the so-called “Peace Council,” a transitional body that US President Donald Trump announced he would head, and which will remain in place until at least the end of 2027.
The document also stipulates that Israeli security forces will assume responsibility for securing the borders with Israel and Egypt, ensuring the protection of civilians and humanitarian corridors, in addition to training a new Palestinian police force to share security tasks with them.
The draft emphasizes that Israeli security forces will work to disarm Gaza, and destroy and remove the military and offensive infrastructure of armed groups, including Hamas, if the latter does not do so voluntarily. The clauses also indicate that Israeli forces will gradually withdraw from parts of the sector during the transitional phase, while the Palestinian Authority is expected to implement institutional reforms enabling it to take over the administration of Gaza in the future.
According to the leaks, Indonesia, Azerbaijan, Egypt, and Turkey have expressed their willingness to participate in the international force, which will operate under a unified leadership acceptable to the “Peace Council” and in consultation with Israel and Egypt, and will be granted powers to “use all necessary measures” to implement its mandate in accordance with international and humanitarian law.
The draft adds that the Peace Council will be considered a transitional governing body responsible for collecting funding to rebuild Gaza and overseeing a non-political Palestinian technocratic committee, which includes figures from the sector to manage daily services, while the United Nations, the Red Cross, and the Red Crescent will distribute aid, with a ban on any party proven to have misused it.
