Finance Ministry Prepares to Launch Digital Betting Platform in Partnership with Ministry of Technology and Artificial Intelligence Affairs.

The Ministry of Finance, in cooperation with the Ministry of State for Technology and Artificial Intelligence, is preparing to launch a global electronic betting platform (“Teletipping”) by announcing a request for proposals (RFP) soon.

A joint technical meeting was held between the two ministries, chaired by the Minister of Displaced Persons and Minister of State for Technology and Artificial Intelligence, Dr. “Kamal Shehadeh,” with the participation of representatives from the Ministry of Finance headed by the Director General “George Maaraoui.” The head of the Lebanese National Lottery, “Hadi Harrach,” and his team also attended, in addition to the Senior Advisor to the Ministry of State for Technology and Artificial Intelligence, “Shadi Ezzedine,” and the Ministry’s team.

The meeting focused on a thorough review of the requirements of the draft request for proposals before its official release. Attendees discussed developing a digital platform that is secure, transparent, and compliant with regulations and laws, and addresses fundamental challenges in this field, such as preventing underage betting, ensuring consumer protection, and addressing shortcomings in oversight and regulation.

The request for proposals will define the specifications required to create an electronic betting platform with global standards, focusing on the fundamentals of responsible gaming, accurate identity and age verification, adopting the highest levels of cybersecurity, immediate follow-up, and robust governance frameworks. This aims to ensure integrity, accountability, and effective regulatory oversight within a practical and applicable framework.

The Ministry of Finance and the Ministry of State for Technology and Artificial Intelligence will continue to cooperate closely through a series of technical workshops to complete the request for proposals, accurately define tasks and responsibilities, and prepare for the timeline of the procurement process, with the aim of launching the project through a competitive and transparent bidding process in the near future.
