The Lebanese Ministry of Agriculture issued a statement announcing that “within the framework of its comprehensive reform plan to develop the agricultural sector and enhance its governance and sustainability, it issued and published 80 ministerial decisions and circulars between March and December 2025, aimed at organizing agricultural work and modernizing the legal and administrative frameworks governing the sector in Lebanon.”

The ministry clarified that “these measures were distributed between 60 ministerial decisions and 20 ministerial circulars, and constituted a fundamental pillar in the path of modernizing agricultural policies and improving institutional performance, in a way that keeps pace with economic and climate challenges and enhances the resilience of farmers.”

The ministerial decisions and circulars covered key areas, most importantly:

Agricultural policies: including the national agricultural strategy, sustainable development plans, and focusing on the concepts of sustainability in agricultural production.

Agricultural laws and legislations: especially the laws related to organizing agricultural work, compensating farmers, and regulating the use of agricultural lands.

Standards and specifications: through adopting good agricultural practices, updating certification systems, and strengthening safety and quality standards.

Cooperation and financing: by expanding partnerships with the private sector, activating financing programs, and benefiting from international aid and support.

The Ministry of Agriculture affirmed that “these decisions and circulars constitute an integrated framework for reforming the agricultural sector, consolidating transparency and good governance, and stimulating sustainable agricultural investment, which will positively reflect on national food security.”

The ministry concluded by emphasizing “its commitment to continue issuing the necessary regulatory and legislative policies, in coordination with relevant partners, within its comprehensive vision under the slogan #Agriculture_Pulse_of_the_Earth_and_Life.”
