SPORTEL Monaco 2025 - Global Sports Media & Technology Convention - Day Two

The atmosphere in the corridors of Spanish football has ignited after “Javier Tebas,” the president of La Liga, came under threat of penalties that could reach his dismissal from his position. This is due to the Administrative Court of Sport opening an official investigation against him, due to issues related to disrespecting the confidentiality of information pertaining to Barcelona, in addition to a controversial meeting with Athletic Bilbao. This action comes to double the intensity of the existing tension between the two parties, in light of the exchange of accusations in the recent period.

According to the Spanish newspaper “Mundo Deportivo,” the decision to open the investigation by the court came on Friday, as a result of the complaint submitted by the Higher Council of Sports on October 20.

The details of the complaint go back to the report submitted by Miguel Galán, president of the CENAFE academy, in August, demanding the dismissal of Tebas, accusing him of committing serious violations related to confidentiality in the VIP boxes at the Barcelona stadium, in addition to the meeting he held with Athletic Bilbao.

The roots of the case go back to August 12, when Miguel Galán sent a letter to the Higher Council of Sports and its president, José Manuel Rodríguez Uribes, demanding “imposing the penalty of dismissal from the position on Javier Tebas Medrano, president of La Liga, for committing five very serious violations according to the Sports Law issued on October 15, 1990, due to his violation of the duty of neutrality.”

Details of the violations attributed to Tebas

According to Galán, the first violation dates back to April 2 of this year, when La Liga announced its refusal to allow a deal to exploit Barcelona’s luxury boxes worth 100 million euros, despite its approval in the previous December, based on a report by the auditors of the Catalan club.

As for the second violation, it relates to deleting this information from the association’s website after the Catalan club objected, where the deletion was made in response to Barcelona’s complaint, despite not submitting any official report to the Higher Council of Sports regarding it.

The third violation includes an alleged meeting held by Tebas with officials of Athletic Bilbao, after talking about the possibility of paying the release clause for the player Nico Williams, where the Basque club inquired about Barcelona’s financial situation.

While the fourth violation is related to Tebas’ statements to the media, in which he indicated that Barcelona had not reached the “1-1” rule for financial fair play.

As for the fifth violation, it relates to disrespecting the confidentiality of the letter addressed to the Higher Council of Sports on March 28 regarding the crisis of the player Dani Olmo, which is a step that was considered – according to the complaint – financially and reputationally harmful towards Barcelona.

The current data indicate that La Liga has not yet received official notification of the opening of the investigation. However, Tebas now faces the possibility of receiving penalties ranging from reprimand, or suspension for a period ranging from two months to a year, and may reach the possibility of dismissal from his position if the violations attributed to him are proven.

Tebas’ history in Spanish football

“Javier Tebas” is considered one of the most influential and controversial figures in Spanish football in recent decades. He has played a pivotal role in shaping the features of modern La Liga since taking over the presidency of the Spanish League for the first time in 2013.

Tebas was born in 1962 in Costa Rica, before moving to Spain at an early age. There he studied law and later specialized in sports and administrative files, which paved the way for him to get involved early in the structures of football management.

Tebas’ relationship with the football community began through legal consultations, where he worked as a lawyer for many Spanish clubs in financial and organizational issues, which gave him great influence within sports institutions.

In the 1990s, he became involved in several projects related to club management, before becoming an active member of La Liga, and participating in drafting a number of laws related to broadcasting rights and settling club debts.

Tebas’ star rose gradually within the association, supported by his ability to deal with complex files such as the exacerbation of indebtedness and the decline in the attractiveness of La Liga compared to the English Premier League. In 2013, he was elected president of the Spanish League, to begin a new stage characterized by boldness in decisions and the desire to transform the Spanish League into a more organized and profitable global product.

Ongoing controversy and criticism

Tebas achieved several successes during his early years, most notably organizing television broadcasting rights in a central way, a decision that gave small clubs more income and reduced the financial gap. He also strengthened La Liga’s strategy in marketing the tournament outside Spain, and opened international offices to promote the league’s brand. He also played a key role in improving financial control, by activating financial fair play rules and strictly monitoring club budgets, which contributed to reducing debts and improving economic stability.

But in return for these successes, Tebas’ name has been associated with a series of crises and criticisms. He has been accused of interfering in the affairs of clubs, and of being overly strict in applying financial fair play rules, in addition to frequent disputes with Barcelona and its former president “Josep Maria Bartomeu,” and with Real Madrid and its president “Florentino Pérez,” especially in the file of the European Super League. He also faced protests from fans over the decision to hold some La Liga matches outside Spain, a step that did not materialize despite his attempts.
