"Restoring State Authority": New Estimates for Reconstruction Costs

In a statement to the “Al-Hadath” program, Economy Minister Amer El-Bisat stated that reconstruction requires an investment of approximately $14 billion. He emphasized that any real economic improvement can only be achieved after the state regains its full power and control over all regions of the country.

El-Bisat added that economic indicators in Lebanon are showing significant improvement, and that this year’s performance is the best since 2011, with positive growth expected in 2025, representing the beginning of a recovery period.

He acknowledged disagreements with the International Monetary Fund (IMF) in some aspects, and stressed that reforming the banking system is a top priority, and that combating informal cash transactions is closely linked to this reform.

El-Bisat strongly denied the existence of any political agreements in exchange for disarming Hezbollah, and insisted that talks with the Fund are focused entirely on economic and technical aspects. He also pointed to the existence of significant financial capabilities in the private sector that can effectively contribute to the reconstruction process once the appropriate conditions are created.
