
The improvements made by the Fund since the beginning of the crisis in 2019 include the Fund’s three branches: the Family Allowances Branch, the End-of-Service Indemnity Branch, and the Sickness and Maternity Insurance Branch, with a particular focus on increasing health and medical tariffs to ensure fair and high-quality health coverage. At the same time, the Fund is working to develop work paths and prepare the necessary programs for digital transformation, especially electronic services.
In this context, “Karaki” announced a new achievement made by the Fund’s management, which is the submission, follow-up, and completion of a clearance certificate remotely. In detail, the Social Security Administration contracted a specialized company to automate the process of obtaining a clearance certificate, on “10/6/2025,” and the company pledged to complete its work within six months, as stipulated in the terms of reference.
Work has currently begun on conducting practical tests on the programs before the official launch of this service on “10/12/2025.” This step is considered one of the most important electronic services provided by the Fund to date, as it will allow employers to submit, follow up, and complete the clearance certificate application remotely using computers and mobile phones, ensuring them transparency and speed in completing transactions, in addition to saving their time and avoiding waiting in the Social Security halls, and saving the trouble of moving to the Fund’s main center, which contributes to promoting administrative decentralization. This step will also enable the Fund’s regional offices that issue limited clearance certificates to complete them in record time. It will also help rationalize the consumption of ink, paper, and printers and reduce pressure on users.
The most important added value provided by this service is to reduce manipulation and the possibility of forgery by adopting electronic time tracking of transactions submitted by registered and unregistered institutions, in addition to reducing human errors.
As for “medical supplies,” and in light of the scientific (medical and actuarial) studies conducted by the concerned bodies in the Fund, through a committee formed by the Director-General to update the list of medical devices and supplies and their pricing, and in close cooperation with the Ministry of Public Health and those in charge of this issue by His Excellency the Minister of Public Health “Rakan Nasser El-Din,” the committee reached a list of about 39,000 medical supplies, covering all surgical operations in Lebanon, after purifying and shortening the basic list created and managed by the Ministry of Public Health, which includes more than 90,000 medical supplies.
Therefore, this short list will cover all the needs of the insured and will not exclude any company or agent, and will include all types of supplies “FDA, CE), and non-reference countries).”
“Karaki” expressed his hope that this list will be approved next week after submitting a book in this regard to the Board of Directors last Wednesday on “29/10/2025,” to raise the coverage of medical supplies to 60% of the official price registered with the Ministry of Public Health.
On this occasion, the Director-General extends his thanks to everyone who contributed to this national achievement, especially His Excellency the Ministers of Labor and Public Health and the employees of the Ministry of Public Health and Social Security, and announces that the Fund’s management has completed a comprehensive review of all hospital, medical and health work, and that the insured’s benefits have largely returned to what they were before the crisis.
In conclusion, with these integrated steps in the field of electronic services and the return of health benefits to their former state, the Fund’s management proves that development is not a temporary slogan but an organized course of action with clear timelines and measurable results. “Karaki” calls on employers and the insured to follow the official announcements to benefit from the new electronic service as soon as it is launched, and to learn about the mechanisms for requesting a clearance certificate through the digital portal, and everything related to health benefits.
