
In a statement, the ministry clarified that “for subscribers with meters in cities or densely populated areas or at an altitude of less than 700 meters:
– 5 amp capacity: 385,000 L.L. + the monthly fee of 30,053 L.L. per kilowatt-hour.
– 10 amp capacity: 685,000 L.L. + the monthly fee of 30,053 L.L. per kilowatt-hour.”
The ministry also indicated that “for subscribers with meters in villages or remote areas or at an altitude of more than 700 meters:
– 5 amp capacity: 385,000 L.L. (fixed) + the monthly fee of 33,294 L.L. per kilowatt-hour.
– 10 amp capacity: 685,000 L.L. (fixed) + the monthly fee of 33,294 L.L. per kilowatt-hour.
300,000 L.L. is added to the fixed portion of the meter tariff for every additional 5 amps.”
The ministry stated that “this tariff is based on an average price of a can of diesel (20 liters) in October, which amounted to 1,388,140 L.L., after calculating all the expenses, benefits, and costs of the generators, in addition to a good profit margin for their owners. We have taken into consideration, in coordination with the Ministry of Economy and Trade, the cost of distributing the can from the gas station to the generator.” It indicated that “it takes into account in calculating its basic components, such as the cost of oils and filters and the depreciation of the generator, the average monthly price of the dollar in the parallel market, which amounted to 89,700 L.L.”
The ministry also mentioned that “this tariff was issued based on the accounting table approved by the Ministry of Energy since 10/14/2010; and in implementation of Cabinet Decision No. 2 issued on 12/14/2011, regarding taking the necessary measures to control the price of private generators, and based on the joint implementation mechanism between the ministries (Energy, Interior, and Economy) announced on 12/20/2011, which defined the responsibility of the Ministry of Energy and Water in circulating the price of private generators based on diesel prices at the end of each month.”
The ministry called on generator owners to “comply with the decision of the Ministry of Economy and Trade regarding the mandatory installation of meters, and it will conduct a documented study in this regard in the coming period, in order to update the approved equation to be more and more in line with the fluctuations in exchange rates and the economic and social situation of citizens; taking into account the requirements of private generator owners.”
The ministry announced that it “sent letters to the Ministries of Interior and Economy regarding the price of October 2025, to take the necessary action according to the joint control mechanism.” It added that “with regard to elevators and common areas that share three-phase capacities (Triphase), the generator owner should calculate the fixed portion of the tariff based on the capacity of one phase (monophase),” explaining that “for example, if the subscription for the elevator and common areas is with a three-phase breaker of 3×15 amps, the fixed portion is calculated based on a capacity of 15 amps and not 45 amps, i.e. 985,000 Lira and not 2,785,000 Lira.”
