منشغلون بأمور كثيرة والمطلوب واحد… هذا باختصار ما يردّده العالم على مسامع مسؤولينا بلا جدوى. وإن كان اللبيبُ من الإشارة يَفهمُ، فالغارات والاستهدافات المكثّفة في الأيام الاخيرة كما التحذيرات المتزايدة، أبلغ إشارة إلى ما قد يُصيبنا إن أبقى “اللبيبُ” على نومه الهانئ.
المبعوثة الاميركية مورغان أورتاغوس تزور لبنان حتى الاربعاء.. تغادر هل، فيصل من بعدها توم برّاك إلى الربوع اللبنانية مساء حيثي يلتقي كبار المسؤولين اللبنانيين… كذلك سيتوجه الأمين العام لجامعة الدول العربية أحمد أبو الغيط إلى بيروت في زيارة تستغرق يومين، على ان نشهد أيضا زيارة لمدير المخابرات المصرية حسن رشاد إلى لبنان وذلك “في إطار الجهود التي تبذلها مصر لتهدئة الأوضاع”.
هي حركةٌ لافتة للموفدين باتجاه لبنان إن دلّت على شيء فعلى محظور سنقع فيه في القريب العاجل إن أبقينا على حال التباطؤ هذا في ما يتعلق بالمطلوب منا دوليا، وهو نزع السلاح غير الشرعي من كامل الأراضي اللبنانية وفرض سيادة الدولة اللبنانية بعيدا من الحجج والتبريرات.
يؤكد الصحافي والكاتب علي حمادة ان المجتمع الدولي وتحديدا واشنطن إضافة إلى الدول العربية المعنيّة بالملف اللبناني، كلهم مستاؤون من “ضعف الحكومة اللبنانية، وضعف الدولة اللبنانية بشكل عام، من دون أي استثناء لأحد من الرؤساء الثلاثاء، بطريقة التعامل مع ملف حزب الله، في شقّيه العسكري أي المتعلق بنزع السلاح، والماليّ والذي يتّصل بتبييض الأموال وهو الذي يهمّ الاميركيين اكثر”.
ويلفت حمادة، في حديث لموقع mtv الالكتروني، إلى أن “هناك قناعة بدأت تتولّد لدى المجتمع الدولي، خصوصا لدى الإدارة الاميركية، بأن الدولة اللبنانية متقاعسة ومتباطئة ومتلكّئة، وكأنها لا تريد أن تقوم بواجبها لناحية حلّ الميليشيات ونزع السلاح اللبناني وغير اللبناني، واستعادة سيادة الدولة، وكأنها تحيل الموضوع على أطراف أخرى، تحديدا على الأميركيين والأوروبيين والعرب، وحتى الإسرائيليين”، معتبر ا أن هذا الامر خطير للغاية إذ لن تكون هناك دولة حقيقية إن لم تقم بواجباتها.
ويلفت حمادة إلى أن التقويم الدولي بات يشير إلى أن الدولة اللبنانية ضعيفة ومتردّدة، ولا تملك رؤية واضحة لكيفية التعامل مع سلاح حزب الله، “فهي لا تضع سقوفا زمنية لاي شيء، وتختبئ خلف تقارير الجيش وقدراته المحدودة، لدرجة أنها لم تعد تبدي أي موقف رسمي حاسم من مواقف قادة الحزب وعلى رأسهم أمينه العام الشيخ نعيم قاسم وسائر القيادات”، مشيرا إلى نقاط ثلاث لا ينفكّ يردّدها هؤلاء وهي على الشكل الآتي:
” أولا، أنهم لن يتخلوا عن سلاحهم مهما كلف الامر، لا بل يشددون على ان هذا الموضوع خارج النقاش، وثانيا تأكيدهم أنهم يعيدون بناء قدراتهم العسكرية والذي تفيد التقارير الدولية المتعددة بان هذا الامر ليس بعيدا من الواقع، وثالثا إشارتهم إلى ان الحزب أعاد تمشيط عمله السياسي والامني والعسكري بشكل لافت ومتجاوزا الموقف الرسمي للدولة، الامر الذي يدفع باتجاه قناعة خارجية تفيد بأن لبنان الرسمي مستقيل من واجباته الفعلية ويتذرع تارة بالسلم الأهلي وبدرء الفتنة والحرب الأهلية وطورا بأنه غير قادر عسكريا على القيام بالمطلوب منه”.
كلّ ما تقدّم يهيّئ الأرضية التي تحتاجها إسرائيل لشنّ حرب جديدة، وما نشهدها في الأيام الأخيرة من رفع لمستوى الأهداف إنما مؤشر واضح إلى تفلّت انحداري للأمور، وهو ما لا يستبعده حمادة، الذي يشير إلى أن التصعيد كبير والآتي قد يكون سيّئا للغاية.. ويقول: “تكفي إعادة قراءة منشور توم برّاك عمّا سيكون عليه المشهد من فوضى ومواجهة كبرى في حال فشلت الدولة اللبنانية في نزع سلاح حزب الله”.
واللبيبُ… نأمله سامعًا متّعظا.

They are preoccupied with many things, but one thing is required… This, in short, is what the world repeats in our officials’ ears to no avail. And if the wise understands the hint, then the raids and intense targeting in recent days, as well as the increasing warnings, are the clearest indication of what may befall us if the “wise” remains in his blissful sleep.
US envoy Morgan Ortagus is visiting Lebanon until Wednesday… After she leaves, Tom Barrack will arrive in Lebanon in the evening, where he will meet with senior Lebanese officials… Also, the Secretary-General of the Arab League, Ahmed Aboul Gheit, will head to Beirut on a two-day visit, and we will also witness a visit by the Director of Egyptian Intelligence, Hassan Rashad, to Lebanon, “within the framework of Egypt’s efforts to calm the situation.”
This is a remarkable movement of envoys towards Lebanon, which, if it indicates anything, it indicates a forbidden act that we will fall into in the near future if we maintain this state of slowdown with regard to what is required of us internationally, which is the disarmament of illegal weapons from all Lebanese territories and the imposition of Lebanese state sovereignty away from arguments and justifications.
Journalist and writer Ali Hamadeh confirms that the international community, specifically Washington, in addition to the Arab countries concerned with the Lebanese file, are all dissatisfied with “the weakness of the Lebanese government, and the weakness of the Lebanese state in general, without any exception for any of the three presidents, in the way they deal with the Hezbollah file, in its military aspect, which is related to disarmament, and the financial aspect, which is related to money laundering, which is of greater interest to the Americans.”
In an interview with the mtv website, Hamadeh points out that “there is a conviction that is beginning to develop in the international community, especially in the American administration, that the Lebanese state is negligent, slow, and hesitant, as if it does not want to fulfill its duty to dissolve the militias, disarm Lebanese and non-Lebanese weapons, and restore state sovereignty, as if it is referring the matter to other parties, specifically to the Americans, Europeans, Arabs, and even the Israelis,” considering that this matter is extremely dangerous, as there will be no real state if it does not fulfill its duties.
Hamadeh points out that the international assessment now indicates that the Lebanese state is weak and hesitant, and does not have a clear vision of how to deal with Hezbollah’s weapons, “as it does not set time limits for anything, and hides behind army reports and its limited capabilities, to the extent that it no longer expresses any decisive official position on the positions of the party’s leaders, headed by its Secretary-General, Sheikh Naim Qassem, and other leaders,” noting three points that they constantly repeat, which are as follows:
“First, that they will not give up their weapons no matter what the cost, but rather they emphasize that this issue is not up for discussion, and secondly, their confirmation that they are rebuilding their military capabilities, which multiple international reports indicate is not far from reality, and thirdly, their indication that the party has restructured its political, security, and military work in a remarkable way, exceeding the official position of the state, which pushes towards an external conviction that the official Lebanon has resigned from its actual duties and sometimes uses the pretext of civil peace, averting sedition and civil war, and at other times that it is not militarily capable of doing what is required of it.”
All of the above prepares the ground that Israel needs to launch a new war, and what we are witnessing in recent days of raising the level of targets is a clear indication of a downward spiral of things, which Hamadeh does not rule out, who indicates that the escalation is great and what is to come may be very bad… He says: “It is enough to reread Tom Barrack’s post about what the scene will be like of chaos and a major confrontation if the Lebanese state fails to disarm Hezbollah.”
And the wise… we hope he is listening and learning.
